Medical Response & Surge Exercise
Upcoming MRSE: March 12, 2026
Previous MRSE: May 21, 2025
The Medical Response and Surge Exercise (MRSE) is a functional exercise designed to examine and evaluate the ability of a healthcare coalition to support a medical surge equal to at least 10% of the coalition’s med/surge bed capacity. Placing stress on the health system is important for testing current response systems, identifying gaps in preparedness, and informing improvement planning. The MRSE is an operations-based functional exercise designed to test and evaluate capabilities and functions while in a realistic, real-time environment. There will be NO ACTUAL MOVEMENT of patients or resources.
Objective: Test a 10% surge of the county’s bed capacity
Participation: All VCHCC members are encouraged to participate by submitting a Situation Report (SitRep) or through the ReddiNet TEST site (if applicable).
Registration is required for a Certificate of Participation.
We encourage organizations to utilize this opportunity for internal exercises/drills as well. VCEMSA will send out the scenario day of and host a TEAMS link with a variety of injects which may be helpful or adaptable to your facility.
Benefits of Participation:
-
- It is recognized by and meets CMS requirements.
- Reduces burden on administrative staff
(HCC leadership coordinate, conduct, and complete the AAR/IP) - Further develops the relationship of healthcare response members working as a whole community.
- Helps satisfy regulatory requirements.
Scenario: Wildfire (with needs for sheltering and an alternate care site)
